Most outdoor lights have 2 settings - Duration & Brightness.
Duration sets how long the light stays on after it's activate & brightness sets the light level required for it to turn on.
You may also have a internal light switch that overrides whether the light will come on at all.
You can adjust the brightness and duration settings by turning the 2 screws on the light (See photos). On some designs this is on the front but it may be hidden under the base.
